Being a Director of Rediscover Peterhead
Rediscover Peterhead Ltd is the Business Improvement District (BID) for Peterhead Town Centre. We have been in existence for three years. Following a ballot of all businesses in the town centre, we were elected for a five-year term. There will be another ballot in 2022 to allow local businesses to decide if they want Rediscover Peterhead Ltd to continue for another five years.
There are a growing number of BIDs across Scotland and the rest of the UK. They are statutory organisations enabled by UK legislation, working in close partnership with local authorities and a range of private sector and community partners. Rediscover Peterhead is funded by a levy paid by town centre businesses. The levy is based on rateable values. We committed to not increasing the levy payment during the first five years and have in fact reduced it by 50% in 2020/21 because of the business situation created by COVID-19. Rediscover Peterhead has been very successful so far in generating additional funding from other sources. We use local business contributions to leverage in funding for projects that are important to the town centre.
What have we done so far?
Rediscover Peterhead exists to support the business community in the town centre, to make the centre a safe and attractive place, where people want to visit, and businesses thrive. We were elected on the basis of a five-year plan, which can be seen here. We are in the process of delivering this, adapting to changing circumstances and opportunities as we go.
In the first three years we have:
Carried out an annual deep clean of the town centre.
Expanded the gull egg and nest control programme so that most of the town centre is now covered by the annual programme.
Organised an annual clean out and repair of guttering in the town centre.
Organised two Seafood Festivals bringing over 6000 people into the town centre.
Funded and installed a nine camera CCTV system, linked to the new police station, providing virtually 100% coverage of the town centre.
Launched the Invest in Peterhead programme to market specific vacant properties and the attraction of Peterhead as a business investment opportunity.
Become an influential partner ensuring that the voice of local business is represented around as many tables as possible. Most effectively in relation to the council’s Spaces for People proposals.
Raised substantial amounts of income to make the levy contribution go even further in the service of local businesses.
In response to COVID-19, reduced levy payment by 50%, made grants for PPE available to all businesses, and created a digital commerce development fund benefitting 21 businesses.
Continued to build our online profile, marketing the town centre, individual businesses, and Rediscover Peterhead.
Successfully launched Peterhead Producers’ Market, which will be a monthly event in 2021.
In 2021 we will, hopefully, see the Seafood Festival back on the streets of Peterhead, bigger and better than ever. We will be looking for resources to develop an Enterprise Hub in the town centre, and a public art project. We will be ensuring that the newly improved Drummer’s Corner is immediately a benefit to the businesses and people of Peterhead.
What does being a director involve?
Rediscover Peterhead is a company limited by guarantee. Subject to an Annual General Meeting and any other General Meetings that may be called, its affairs are directed by a board of up to twelve directors. These directors are primarily drawn from local businesses and are formally elected by levy payers at the AGM. The board has the ultimate responsibility for the affairs of the company, set strategy and policy, and supervise the work of the Manager. The Manager is a full-time employee of the company and is responsible for the day-to-day delivery of the strategy set by the board. The Manager supervises the Marketing Assistant, and any other staff that may be employed from time-to-time.
Currently the board usually meets on the second Thursday of every month between 0800-1000. Meetings, for the moment, are being held online. Although formal, the meetings are quite relaxed and director participation is actively encouraged. Papers for the meetings are sent out a week in advance. A representative from Aberdeenshire Council attends the meetings, at the invitation of the board. Physical meetings are held at our office at 28 Marischal Street, Peterhead AB42 1HS.
The expectation of directors is that they attend as many board meetings as possible, read the papers so they can contribute effectively, and take an active part in meetings, contributing to decision-making. New ideas and initiatives from directors are always welcome. Directors also bring knowledge of the local business community and may, occasionally act as an ambassador for Rediscover Peterhead. Directors are encouraged to take advantage of any training opportunities and to attend external events. Directors will be supported by the Manager in terms of any briefings or information that they may need.
Directors are required to publicly declare any business interests that may conflict with their role as a director, and are legally required to act in the best interests of Rediscover Peterhead Ltd.
The limited by guarantee structure means that the liability of the board and individual directors is very limited, and we carry insurance to further protect directors from, for example, inadvertently giving the wrong advice to a local business.
