Dear Levy Payers
Thank you to the many of you who commented on the first draft of the council’s proposals for the management of the town centre as lockdown eases. I have attached the amended scheme for your information. There is a press release below providing information about plans for all town centres and map of the layout planned for Peterhead.
You will see that things have changed quite a lot since the first draft. Queen Street and Chapel Street remain open. There is bus access. Parking on the north side of Queen Street has been retained, and additional loading/delivery areas provided. Parking spaces have been lost, but disabled spaces have been retained. There are no current plans to reintroduce parking charges as far as I know.
You can see the changes in the image below.
The police have said that they will be patrolling the centre more frequently to keep the 45 minute areas flowing. Community wardens will also be advising motorists. There will be a need for businesses to co-operate with this, particularly in the use of the 45 minute bays.
Creating a safe town centre means that there are still restrictions, but we and the other stakeholders have achieved considerable compromise. The council took on board business concerns about the difficulties of operating with closed streets and no parking. The one-way pavement system in Queen Street was also considered but there were practical concerns about enforcement and enabling people with disabilities to use it.
We are in a fluid situation. It is quite likely that Scottish social distancing rules will be changed in the near future. The council has given us an undertaking that they will respond to any changes quickly and amend local measures where appropriate. Work will commence on the scheme this Friday, so that it is operational on Monday. It will be audited on Monday and then reviewed weekly or more frequently as needed.
